The information presented in this section represents the main initiatives developed by the municipality.

The City was fully committed to sustainable development. The Green Plan, adopted in November 2009 following the 2007–2012 Strategic and Community Plan, presented concrete measures where everyone—citizens, businesses, and the municipality—had a role to play.

The success of this plan depended on everyone's participation. Every daily action could have a positive impact on the community and the environment. Together, the Shippagan community had begun to make a difference!

Green Plan

1. What is the Green Plan?

The City of Shippagan's Green Plan is a reference document that guides our efforts in sustainable development and community well-being. It presents concrete recommendations and actions that affect several sectors of our municipality.

The majority of the initiatives proposed in the plan come directly from the participation of community members, who contributed their ideas and priorities.

2. Why a Green Plan?

The Green Plan was created to guide our collective actions in order to preserve a healthy environment and ensure a good quality of life for citizens, today and for years to come.

Policies and Resolutions

1.1 Policy against idling of municipal vehicles

Since April 2010, and as part of the Shippagan municipality's Green Plan, a policy aimed at reducing idling of municipal vehicles has been adopted (Action 35). The municipal fleet includes about a dozen vehicles and motorized equipment.

Limiting idling helps to:
  • to avoid unnecessary fuel waste;   
  • to reduce toxic gas emissions harmful to health and the environment.

1.2 Resolution prohibiting the purchase of bottled water in containers under one litre

Adopted in June 2010, this resolution stems from Action 28 of the Green Plan: "Promote municipal tap water to discourage bottled water consumption."

Why this resolution?
  • The production of one litre of bottled water requires approximately three litres of water.
  • A 500 ml bottle of water is often more expensive than a litre of gasoline.
Reducing bottled water consumption directly contributes to a positive impact on the environment.

1.3 Resolution Prohibiting the Use of Non-Organic Pesticides

Since May 2006, Shippagan has adopted a resolution prohibiting the use of non-organic pesticides on municipal grounds.

Pesticides, herbicides, and other chemical products can have significant effects on:
  • human health;
  • the environment;
  • local biodiversity.
This policy aims to encourage safer and more sustainable maintenance practices.

Studies and reports

2.1 Potential Impacts of Sea Level Rise (2009)

A preliminary study conducted by Roy Consultants, with the support of the Environmental Trust Fund, assessed the potential effects of sea level rise on the Shippagan territory and its water supply.

2.2 Effluent Inventory in Shippagan Bay (2009)

Conducted by : Coastal Zones Research Institute (CZRI).
Objective : to better understand the sources of pollution and the factors influencing the ecological integrity of the bay.
Period : Summer and Fall 2009.
Funding : Environmental Trust Fund.

2.3 Perception of climate and environmental changes (since 2010)

A qualitative and quantitative research project focusing on:
  • Public perception of climate change
  • priority issues to protect;
  • desired adaptation actions.
A public consultation identified priorities and established action partnerships.

2.4 Study on Climate Change and Sea Level Rise (since 2010)

This project assesses:
  • current and future sea level rise;
  • erosion risks;
  • the vulnerability of the built environment.
Expected outcomes:
  • support Shippagan, Le Goulet, and Bas-Caraquet in adapting land use;
  • guide provincial decisions regarding roads, water networks, and public infrastructure.

2.5 Greenhouse Gas Emissions Inventory and Action Plan

A GHG emissions inventory was conducted, along with recommendations to reduce the municipal carbon footprint.
